Heijmans sought to improve management control within the infrastructure department. Time registration and absenteeism figures existed for 250 employees distributed across design, process, and environmental teams, but there was no structured analysis to make this data interpretable for HR policy and operational decision-making.
The challenge
Internally, there was no capacity to conduct a thorough analysis that would coherently interpret productivity patterns, project distribution, and deviations in absenteeism. Without such analysis, decision-making would continue to rely on assumptions. Data would remain unused, and management would have to implement control measures without factual foundation.
