Making HR workforce flows visible with a self-managed tool
A workforce planning tool was developed and implemented for the ministry’s HR department. The tool provides a five-year view of workforce flows and can be maintained independently by HR.

The Ministry of Infrastructure and Water Management works with a large workforce in which retirements, internal mobility and contracted staff all overlap. For HR, that makes forward visibility essential when planning replacement and headcount coverage across teams.
What was missing was a single tool that HR could manage itself. Existing spreadsheets were maintained separately, succession information was fragmented and retirement data was not captured in a consistent way.
The challenge
The HR team needed a practical tool that could show workforce flows, staffing coverage and attrition risks over a five-year horizon for 150 employees. At the same time, the setup had to stay accessible enough for daily HR use without depending on IT or external support.
Blackbear's role
Blackbear helped define the scope clearly from the outset. The assignment focused on a usable and self-managed workforce planning tool, without expanding into broader HRM implementation or system integrations. From there, the work was structured around requirements gathering, tool selection, build and handover to HR.
Result
The ministry now has a secure and visually accessible tool that shows three workforce flows: current employees, retirements and contracted staff. With the documentation and handover in place, HR can now manage the tool independently and plan replacement needs up to five years ahead.
