Integrating and testing a learning platform within a government ministry
An internally developed platform was integrated within FeedbackFruits and tested with Ministry staff. The pilot delivered qualitative and quantitative findings plus a clear recommendation on next steps.

The Dutch Ministry of Infrastructure and Water Management was working on a learning solution to help staff read and interpret policy documents more effectively. A platform had already been developed by the Solvers and now needed to be connected to FeedbackFruits in a way that would actually work for end users.
That made this more than a technical exercise. With three parties involved and no proof yet of user fit, the Ministry needed a structured way to test whether the integration added value in practice.
The challenge
There was already a functioning concept, but no evidence that the integrated platform matched what employees needed in day to day use. The assignment therefore centred on testing the setup with a defined user group and translating the findings into a practical implementation recommendation.
Blackbear's role
Blackbear helped keep the scope focused from the start. The work was limited to analysis, testing and reporting, while broad rollout and further technical development stayed outside scope. From there, the assignment was structured around mapping functionality, designing the user test, gathering feedback and presenting the findings back to all involved parties.
Result
The Ministry received a final report with a substantiated recommendation for the next implementation step, based on actual user research. In one shared presentation, all three parties got clarity on what worked, what did not and what a logical follow-up would be.
