Understanding productivity and absence across a large infrastructure division

Heijmans runs large infrastructure projects across the Netherlands, with teams spread over different disciplines and project contexts. Within the infrastructure division, there was a growing need to understand how people were spending time, how staffing was distributed across projects and where absenteeism was becoming concentrated.

The data itself already existed in time registration systems and quarterly reporting. What was missing was a coherent analysis that could turn those numbers into meaningful insight for management.


The challenge
The assignment covered a full year of time registration and absence data for approximately 250 employees across several teams. The outcome had to do more than describe patterns. It had to highlight anomalies, show team-level differences, remain GDPR-compliant and give management something concrete to act on.


Blackbear's role
Blackbear helped define the scope clearly from the start. The work was limited to the three named teams within the infrastructure division, without expanding into other departments or individual case handling outside anonymised data. From there, the trajectory was structured around data analysis, interim review and final reporting, so the output stayed focused, relevant and usable for HR steering.

Result
The management team received a final report with insight into productivity patterns, project allocation and absence trends, including interpretation of notable deviations and direct HR recommendations. What had previously been unused data is now a practical basis for intervention and decision-making.
