Building a ready-to-use sustainability policy for a care organisation

A Sustainability Policy 2.0 was developed for Baalderborg Groep, including a roadmap, location-specific elaboration and presentation materials. The outcome is immediately usable and supported across the organisation.

Policy and roadmap

Baalderborg Groep provides housing, care and wellbeing services for older adults across multiple locations in the Netherlands. The organisation wanted to make sustainability a structural part of its policy rather than treat it as a side topic. In a care context, that means balancing ambition with practical relevance, legal requirements and internal support.

That made this more than a writing exercise. The policy had to connect to daily reality across locations and departments, while staying focused on direction and governance rather than implementation.

The challenge
Baalderborg Groep needed a sustainability policy that matched its mission and vision, aligned with current healthcare regulations and could be translated into location-specific guidance. At the same time, the policy needed support from employees across the organisation.

Blackbear's role
Blackbear first helped define the scope clearly. The assignment centred on policy development, internal alignment and a practical roadmap, while technical audits, implementation work and grant applications were kept outside scope. That framing made it possible to focus the work on a usable policy document with the right level of depth and organisational fit.

Result
Baalderborg Groep now has a sustainability policy that is legally grounded, aligned with a recognised sustainability framework and worked out across locations and departments. The roadmap provides a concrete starting point for next steps, while the accompanying presentation supports internal communication and adoption.
