Gemeente Schiermonnikoog is a small island municipality with a lean internal organisation. When the municipal swimming pool needed a new operator, the municipality had to organise a formal tender, but did not have the internal capacity or specialist knowledge to manage that process from start to finish.

A public tender demands more than drafting documents. It also requires clear requirements, a structured evaluation process and careful coordination with stakeholders. For a compact municipality, that combination is difficult to organise alongside daily operations.


The challenge
The municipality needed a specialist who could manage the full tender trajectory: from drafting the request and procurement documents to facilitating evaluation sessions and documenting the final decision. Detailed legal review and broader advice on operating models were intentionally kept outside scope.


Blackbear's role
Blackbear first helped define the assignment sharply, including what the project would and would not cover. The focus stayed on the tender itself, with documentation, stakeholder sessions and reporting at the core. Based on that scope, access was provided to a specialist with relevant public sector procurement experience. The work moved forward in phased deliverables, each reviewed before the next step began.


Result
The municipality received a complete and usable tender package, supported by clear procurement documents and a structured selection process. Evaluation sessions were facilitated, the decision making process was recorded in a final report, and the municipality ended the process with a substantiated choice for a new operator.
