Building a workable programme management system in Microsoft Teams Planner

Gemeente Almere manages multiple programmes and projects at the same time. For the programme ‘Wij willen werken voor Almere!’, the team needed a clearer structure for seven categories, underlying projects and a growing number of tasks that had until then been tracked in Excel.
That spreadsheet offered overview, but not a practical working environment. Collaboration, ownership and real time progress could not be managed effectively in the existing setup.
The challenge
The municipality wanted all projects and tasks brought into Microsoft Teams Planner, with clear owners, deadlines and priorities. At the same time, the structure had to reflect the relationship between the overall programme, its categories and the underlying projects.
Blackbear's role
Blackbear helped define the scope clearly before the work started. Direct access to the live Teams environment stayed outside scope, so the setup was built from the supplied Excel file and targeted alignment with the programme lead. From there, the assignment focused on translating the existing structure into a usable Planner setup, followed by review, refinement and handover.
Result
Gemeente Almere now has a workable system in Microsoft Teams Planner in which projects, tasks, owners and deadlines are clearly organised. With the supporting documentation, the team can maintain and use the setup without external support.
